and petrol shortages / rationing become a fact of life.

Here's one about the response to rationing in Iran-




Iranian youths have set fire to a Tehran petrol station in protest after
the government introduced fuel rationing. 
 
Iran, the second largest crude producer among the Opec members,
announced it would introduce petrol rationing for motorists from
Wednesday. 
 
Despite its huge energy reserves, Iran lacks refining capacity and has
to import about 40 per cent of its petrol needs, a sensitive issue when
world powers have threatened fresh sanctions over a row with Tehran over
its nuclear programme. 
 
A witness said flames rose from the petrol station in Pounak, a poorer
area of the capital, with cars burning inside. 
 
Some youths hurled stones and chanted, "Guns, fireworks, tanks,
[President Mahmoud] Ahmadinejad should be killed!" the witness said. 
 
Another witness said riot police had gathered near the station and
sought to push the rioters back.
