I think Keith's view is borne out by the fact that the legislation was enacted in 1984 and they are reporting under the Budget reporting requirements for contingent liabilities. This is the intro to Statement 8 of Budget Paper 1:<br><br>"A range of factors may influence the actual budget outcome in future years. The<br><i>Charter of Budget Honesty Act 1998</i> requires these factors to be disclosed in a<br>statement of risks in each Budget and Mid-Year Economic and Fiscal Outlook. It would cover the consequences of a major refinery fire, widespread industrial action or some military activity, civil unrest or natural disasters in Australia's main sources of supplies. I don't see it as a measure designed to deal with a permanently diminishing supply and/or the associated price rises.<br><div>
