This study seeks to examine the issues associated with decreasing fuel
quality as a mechanism for increasing supply of petroleum products when
responding to a liquid fuel supply emergency. <p>The study will examine the potential impact of lower petrol and diesel quality on:<br>
- vehicle operability, including emission control devices;<br>
- air quality and other environmental impacts such as potential impacts to groundwater;<br> 
- industry competitiveness; and<br>
- the extent to which net product supply from refineries, other
domestic sources and from imports might be increased by the relaxation
of fuels standards during a national emergency.
</p><p>The parameters to be considered for both domestically refined and imported fuels include (for petrol):<br>
- sulphur;<br>
- olefins;<br>
- aromatics/benzene; and<br>
- methyl tertiary-butyl ether (MTBE).

</p><p>(for diesel):<br>
- sulphur;<br>
- polycyclic aromatic hydrocarbons (PAH); and<br>
- T95 (temperature at which 95% of a particular diesel fuel distils in a standardised distillation test).

</p><p>The study will recommend guidelines to
assist decision makers by demonstrating the impacts of decreasing fuel
quality and the effect of such action on supply. The study will most
likely consider a number of scenarios and examine: how each scenario
would affect vehicle operability; environmental impacts; industry
competitiveness; and the extent to which supply would be increased
(either through increased 'yield' per barrel of crude oil or increased
availability of imports in the case where Australian standards are more
stringent than those elsewhere in the region).
</p><p>The study will include surveys of
manufacturers, refiners and petroleum importers. The study will
identify gaps in existing data relating to vehicle and air quality
testing. The study will be compiled into a report including recommended
guidelines to be presented to DITR and DEH. </p></td>

will initially be assessed against the conditions for participation. If
a Tenderer does not meet any of the following conditions for
participation, then the tender will be rejected and will be excluded
from any further assessment in the evaluation process:<br>
a. The Tenderer must state any circumstances or relationships which
constitute or may constitute a conflict or potential conflict of
interest in relation to this RFT or the Tenderer's obligations under
any contract resulting from this RFT.<br>
b. The Tenderer and its subcontractors must not be named as not
complying with the Equal Employment Opportunity for Women in the
Workplace Act 1999.<br>
c. The Tenderer must not make false or misleading claims or statements,
obtain confidential information, receive improper assistance, and
engage in collusive tendering, anti-competitive conduct or other
similar conduct with any other Tenderer or other person in relation to
the preparation or lodgement of tenders.<br>
d. The Tenderer must indicate substantial compliance with the draft conditions of contract.<br>
e. A statement regarding the Tenderer's insurance coverage must be supplied.
