[Peakoil] Budget: Increase petrol taxes Fuel Tax Escalator

I suspect that this has not been done for the same reason as the FBT car
mileage problem is still with us - that the people with the power are the
ones that do all the miles. They want to keep being subsidised by the
people who don't drive much.
