A higher tax on petrol could be revenue neutral, and therefore more attractive politically, if motor vehicle registration costs fell in line. In fact, motor vehicle registration could be cut to, say, $20 (just covering administrative costs) and the petrol tax could take up the slack. Older, lower income people who drive occasionally to the shops and church, would be much better off. Those who cover a high mileage would be forced to think critically about whether their journey was justified or whether public transport could meet their needs.
