One thing to be wary of is handling people with "no junk mail" on their letter boxes.
When I did a peak oil mail drop to about 150 houses back in 2005, I told them it was "a community announcement" and no one objected, even when they saw me post it.

It needn't even be formally connected with ACTPO if that was something ACTPO was uninterested in. We could just do it as individuals.
