Peak Oil only comes ONCE, so the learning curve is very steep. Kind of like learning how to swim after the Titanic hits the iceberg.

The Captain and Officers are already manning the lifeboats; no one of authority is available to signal a general alarm.

Nobody is going to hear a cry of alarm coming from steerage.
