[Peakoil] Good news on the abysmal FBT concessions

Actually it's only good news if it scares people into driving less this 
coming financial year, but many will assume the govt will "correctly" 
adjust the tax rates for them. Announcing the rates now will do nothing to 
reduce driving that has already happened.
