[Peakoil] No need for carbon rationing

Hi folks,

Interesting opinion against carbon rationing and tradable quotas.
Essentially the price mechanism would be a much simpler way to achieve the
same outcome.

Would rationing or tradable quotas still be appropriate for oil? As long as
we have progressive redistribution to look after those with small incomes,
there may be no need.
