[Peakoil] Change the policy framework

Hi all,

Please dive in and make a contribution to the policy framework:

You can edit existing text, and add new pages too. Changes to pages can be 
rolled back so don't worry about the old version being lost.

There are also project pages. Currently there is one, but feel free to add 
one on the Peak Oil related topic of your choice.
